There are always many different opinions on the usability of operating systems (which means the ease and pleasure of use, ease of understanding, and many other things). Each OS has its fans, critics and pragmatics; basically, each solution has its pros and contras related to its user interface.
The first versions of Windows, despite the wide adoption, were highly criticized for the lack of usability; over the last years, Windows has passed through major changes, and nowadays, although not perfect, it is rather a good product (in the sense of usability), extensively tested and embodying most users experience.
Though, sometimes the way Windows user interface works is just WRONG. Those situations have their rather complex (often historical) reasons, but cant be excused even for those reasons. But, when many users HATE some specific features of the user interface, a hero steps in with its small and yet really internally smart utility, which finally can fix this «ugly behavior».
A good example of the above is Windows reaction on the mouse wheel. Youll always expect the mouse wheel to scroll the window under the mouse pointer.
